Requests and complaints are recorded in accordance with the requirements established by Law 39/2015 of October 1, the Common Administrative Procedure of the Public Administrations.

Application Procedure

The application procedure outlined in article 13 of Royal Decree 1112/2018 can be initiated in the procedure “Accessible Content on the Web” through the “File a request” modality.

If once a request for accessible information or complaint has been made, it has been rejected, you disagree with the decision made, or the response does not meet the requirements of article 12.5 of RD 1112/2018, you can file a claim to:

Understand and object to the reasons for rejection. Urge the adoption of appropriate measures if you disagree with the decision made. Explain the reasons why you believe the response does not meet the required standards.

A claim can also be initiated if 20 working days have passed without receiving any response.

Other Information

This website is reviewed by the Electronic Administration Observatory (OBSAE), with the last review conducted in March 2020.

Currently, auditing and consulting work is being carried out to address possible discrepancies and achieve full accessibility on the website to enable its use by anyone, regardless of their abilities.

The Generalitat’s Commitment to Accessibility

The gencat website has been built with the aim of facilitating universal access to all people who consult it regardless of their physical, sensory, or intellectual abilities, and the technical context in which they do so (type of device, software, connection speed, environmental conditions, etc.).

Therefore, efforts are being made to adapt the entire website to the recommendations of the World Wide Web Consortium (W3C) to eliminate barriers to accessing information and communication. These recommendations are outlined in the Web Content Accessibility Guidelines (WCAG) 2.1.

The commitment of the Generalitat de Catalunya is to achieve the ‘Double-A’ (AA) level of conformity, as required by European and state legislation for public administrations.

Directive (EU) 2016/2102 of the European Parliament and of the Council of October 26, 2016 establishes the standards required of member states so that all websites and mobile applications of the public sector, regardless of the device used to access them, comply with accessibility requirements set out in standard EN 301 549 v2.1.2 (August 2018), suitable accessibility requirements for public procurement of ICT products and services in Europe.

Standard EN 301 549 v2.1.2 is primarily based on the Web Content Accessibility Guidelines (WCAG) 2.1, August 2018. Specifically, compliance with level AA is required. However, the standard also has other additional, mandatory, and conditional requirements.

The directive is mandatory but not directly applicable, which is why a royal decree has been developed at the state level to develop the scope and requirements, at least. The state transposition is Royal Decree 1112/2018, of September 7, on accessibility of websites and applications for mobile devices in the public sector.
